Riley County Police arrested a 19-year-old Manhattan man Wednesday on a past Pottawatomie County warrant.
Phillip Ikya was arrested on two misdemeanor counts of lewd and lascivious behavior. According to an online criminal complaint, the charges stem from an Aug. 22 incident where Ikya allegedly exposed himself to two males who were at least 16 or older.
Ikya was issued a $10,000 bond, but was no longer listed as of Thursday’s activity report.
