The University Park sewer system was determined to not meet EPA regulations during the period from December 2015 to August 2021. The treated water was found to have a pH below the minimum of 6.0, indicating the water was too acidic.

Several options were explored. The Lagoon project was determined to be the most cost effective option.
KDHE requires a resolution signed by the commissioners granting authorization for this application which was unanimously approved.
